Current Status: What You Can Do Online Now
As of August 2026, two parts of the renewal process are online for everyone. First, the e-learning course at www.dlt-elearning.com — road safety, traffic regulations, and defensive driving through video modules, taking 2 hours for car license holders and 1 hour for motorcycle. Completing it in advance replaces the training session you would otherwise sit at the DLT office. Second, DLT Smart Queue appointment booking at gecc.dlt.go.th/dltsmartqueue/foreignerlogin — booking is not mandatory for renewals (walk-ins are accepted nationwide), but booked applicants are served first, which typically saves 1 to 2 hours at busy offices. You can also check your license status and expiry date online through the DLT e-Service portal. Beyond those steps, a fully end-to-end online renewal — no office visit at all — has been announced but has NOT actually opened: the enabling regulation took effect on 4 March 2026, the e-service itself was postponed in February 2026, and the revised June 2026 target also passed with no launch announcement. What Still Requires an In-Person Visit
Until the online system actually opens — and for foreigners, very likely after it does too — several steps require a physical visit to the DLT office. The aptitude tests must be taken on DLT testing equipment under staff supervision — though since June 2026 these are lighter than they used to be: the colour-blindness test was scrapped for all renewals, and if you are 55 or under with a license valid or expired less than a year, only peripheral vision and depth perception remain. Your photograph for the new license card is taken at the office using their standardized camera setup. Biometric data collection, including your signature, is done in person. Document verification requires staff to inspect your original passport, visa, medical certificate, and residence certificate. Finally, your physical license card is printed and issued at the office. These in-person requirements exist because the DLT needs to verify your identity — and for foreigners that verification cannot happen through ThaID, which is what the announced online path will use. For most applicants the in-person visit takes 1 to 3 hours with a Smart Queue appointment.
The Fully Online Renewal: Announced, Postponed, Still Not Open
Here is the timeline that explains the confusion. A ministerial regulation published in the Royal Gazette on 5 September 2025 took legal effect around 4 March 2026, waiving physical fitness tests for drivers 55 or under whose license is valid or expired less than 1 year — the legal foundation that makes a no-visit renewal possible. The DLT planned to open the actual e-service alongside it: e-learning training, online application and payment through the DLT portal with ThaID identity verification, and card delivery by post or service kiosk. But in February 2026 the DLT postponed the launch — the digital medical-certificate link with the Ministry of Public Health was not ready — and set a new June 2026 target. On 16 June 2026 the DLT said the system was still in development, and no public launch announcement has followed through mid-August 2026. So the service most guides describe as live is still pre-launch. When it opens, the DLT expects it to benefit approximately 2.5 million motorists annually; eligibility will start with hospital-issued digital medical certificates, and the DLT has said nothing yet about foreign passport holders — whose ThaID hurdle would remain in any case. Who Qualifies for Online Renewal
When the online renewal opens, it will have three eligibility gates per the DLT's announcements. You must be 55 years of age or under. Your license must still be valid or have been expired for less than 1 year. And — the one that matters most for readers of this page — you must be able to verify your identity through the ThaID app, which requires a Thai national ID card. That last requirement means foreign passport holders are unlikely to be able to use the system at launch, even when they meet the age and validity conditions; the DLT has said nothing about foreigner access so far. Drivers over 55 will continue with the in-person process, because the DLT considers the physical checks — particularly peripheral vision and depth perception — more important for older drivers. If your license has been expired for more than 1 year, you will not qualify regardless of age, because you would need to retake the written test, which is administered in person. Remember the headline status though: as of mid-August 2026 the system has not opened for anyone. How the Digital Medical Certificate System Works
The next planned upgrade is an integration between the DLT and the Ministry of Public Health's electronic medical certificate system: your doctor would record examination results directly in the government's digital platform, and the DLT would access them automatically — no paper certificate changing hands. In June 2026 the DLT confirmed this system is still in development, with details to be announced; it is not live yet, and any guide describing it as operational is ahead of the facts. Until it launches, the medical certificate works the way it always has: a paper certificate from any licensed Thai clinic (100 to 300 THB at most clinics), issued within 30 days of your DLT visit, using the standard Medical Council five-disease form that has been in force since 2021. Step-by-Step: How to Use DLT e-Learning
The mandatory e-learning course is completed at www.dlt-elearning.com. Here is how to register and finish the course. Visit the website and click the 'For Foreigner' button on the main page — this switches the interface to English and sets up the correct course for foreign license holders. Create an account using your passport number, email address, and Thai phone number. Once registered, log in and select the appropriate course: 'License Renewal - Car' (2 hours) or 'License Renewal - Motorcycle' (1 hour). The course is divided into modules of approximately 15 minutes each. You must watch each module completely before moving to the next one. The system tracks your engagement — if you switch tabs, minimize the window, or attempt to fast-forward, the progress timer pauses. You do not need to complete all modules in a single sitting. Your progress is saved, and you can return to finish later. After completing all modules, the system generates a completion certificate with a unique QR code. This certificate is valid for 180 days from the date of completion. Print the certificate or save it on your phone to show at the DLT office. If you hold both car and motorcycle licenses, you must complete both courses separately.
DLT Smart Queue: Booking Your Appointment
The DLT Smart Queue system is your gateway to scheduling a renewal appointment. Visit gecc.dlt.go.th/dltsmartqueue/foreignerlogin — note the dedicated foreign login portal, which is different from the Thai citizen login. Register with your passport number, nationality, and Thai phone number. You will receive an OTP via SMS to verify your account. Once logged in, select 'License Renewal' as your service type. Choose your preferred DLT office from the list — all offices in Thailand are available. Select a date and time slot from the calendar. Available slots are shown in green; fully booked slots appear in gray. Morning slots (8:30 to 10:00 AM) tend to fill up fastest, especially at popular offices like Chatuchak in Bangkok. After confirming your booking, you receive a confirmation number via SMS and email. Save this confirmation — you will need it when you arrive at the DLT. You can reschedule or cancel your appointment through the same portal up to 24 hours before the scheduled time. If you need to book for both car and motorcycle renewal, you can typically do both in a single appointment slot. Arrive at the DLT 10 to 15 minutes before your scheduled time to check in at the foreign applicant counter.
